El ingeniero Mois\u00e9s Soto Mej\u00eda, exfuncionario de la Municipalidad Provincial de Pasco, explic\u00f3 que su decisi\u00f3n de renunciar al cargo de secretario general responde a una serie de controversias internas que dificultaban el normal desarrollo de sus funciones. Seg\u00fan se\u00f1al\u00f3, su salida estar\u00eda vinculada a desacuerdos con el exgerente municipal Paolo Pastrana y un grupo de regidores, quienes habr\u00edan generado un clima de tensi\u00f3n dentro de la instituci\u00f3n.
